Police believe she was doing it so the students could get into Auckland bars and clubs using fake IDs.
The 18 year old has been charged with a fraud related offence and will appear in court tomorrow.
Acting Senior Sergeant Lisa Woodward says, if proved, the woman's deliberate actions have put large numbers of young people - including 16 and 17 year olds - at potential risk of harm.
She says police investigating the case have identified a number of other people who will be spoken to.
