Police are asking the public for help to find 36-year-old Adrian Pani - who shouldn't be approached.
He allegedly stabbed the first victim as he got off the Glen Innes bus - and subsequently died.
The second was attacked 10 minutes later, and has had surgery on his hand.
Detective Inspector Glenn Baldwin says the driver continued on his normal route without noticing the first attack.
He says he didn't appear to be aware of its extent.
