With one week to go in term three, regular attendance sat at 52.7 percent.
In the last week of term during the mass strike of teachers, health workers and public servants - that dropped to 50.3 percent.
The Act leader says the drop in attendance is a disappointing finish - and strikes likely played a significant role.
The Government's aiming to have 80 percent of students present for more than 90 percent of the term, by 2030.
