The Pastoral Care Amendment Bill has passed its third reading.
It was sparked after a Canterbury university student's body lay undiscovered in his room for weeks.
Institutes who breach the code could be fined up to 100 thousand dollars.
Green MP Chloe Swarbrick says it's crucial to guarding young people's wellbeing, and she hopes we never again see such a tragedy.
