The recommended budget caps capital spending at 400-million dollars, reduces the organisation's running costs by 23-million, and increases the borrowing by 102-million.
Council CEO Dawn Baxendale says they scrutinised everything to identify the savings, came up with 264 potential savings, and ranked them based on their impact to residents and the city's recovery.
She says they didn't want to trigger a Long Term Plan process.
