While New Zealand's economy is still struggling from the blow dealt to tourism, the Finance Minister says it's a lot closer to running at full capacity than most other countries'

The Reserve Bank is forecasting that at level one, the economy will be operating at just 3.8 percent below normal.
Grant Robertson says there are a lot of different projections, but virtually every part of our economy - aside from tourism - is now able to operate well.
He says we're still exporting goods overseas, and maintaining international trade relationships.
