New Zealanders will be asked if recreational cannabis use should be made legal, in a referendum at September's general election.
Massey University's Dr Chris Wilkins says the Bill has good intentions - but there could be unintended consequences.
He says one of the big objectives is to reduce cannabis use over time, and that's ambitious if there's a commercial market.
Dr Wilkins believes there should be a minimum price for cannabis - he says taking that approach to alcohol can help reduce consumption, and harm.
