There's concern a commercial market for cannabis will make it difficult to reduce people's use of the drug, over time

There's concern a commercial market for cannabis will make it difficult to reduce people's use of the drug, over time

New Zealanders will be asked if recreational cannabis use should be made legal, in a referendum at September's general election.

Massey University's Dr Chris Wilkins says the Bill has good intentions - but there could be unintended consequences.

He says one of the big objectives is to reduce cannabis use over time, and that's ambitious if there's a commercial market.

Dr Wilkins believes there should be a minimum price for cannabis - he says taking that approach to alcohol can help reduce consumption, and harm.
