Taranaki Regional Council took Phillip Potroz to court for unlicensed activities on 260 metres of an upper Kahouri Stream tributary, near Stratford in early 2019.
Resource management director Fred McLay says it highlights the importance of checking whether resource consents are needed.
He says unconsented work risks stream habitats and waterway health, and sediment loads downstream from the site.
