Almost 200 passengers and crew were on board the Air India Express flight from Dubai.
At least 140 are injured and 15 are reported to be in a serious condition.
Sky News Correspondent Neville Lazarus says heavy rain had hampered the plane's landing efforts.
He says the plane had been circling the airport and tried to land twice before it's third fatal attempt.
In other areas of the country, fifteen people died from landslides triggered by the monsoon.
