But the Independent Police Conduct Authority has found it was justified.
Authority chair Judge Colin Doherty says the acting sergeant was new to the supervisory role, and the members of the team were also inexperienced.
He says it caused the man to be improperly handled.
He says if the man was better handled, the use of pepper spray and multiple taserings may not have been necessary.
