Chief Ombudsman Peter Boshier is calling for action - to address serious ongoing issues at some of the country's mental health units.
It comes after two facilities in Wellington and Auckland have been found to be in breach of the United Nations Convention - with degrading or inhumane treatment of patients.
Changing Minds CEO Taimi Allan says the cases pointed out by the Chief Ombudsman need to be dealt with immediately.
She says these issues have been going on for a long time, and they've escalated during the pandemic.
