Bell was sentenced to life in prison with a minimum non-parole period of 30 years for killing three people and injuring a fourth at the Mt Wellington-Panmure RSA in Auckland in December 2001.
Stuff reports he's recently been working towards an NCEA qualification in Auckland Prison's new kitchen facilities -- but was moved from the role.
It's understood a former prisoner called Crimestoppers alleging Bell had plotted to take a hostage -- something Bell denies.
Corrections has confirmed Bell was transferred to a different type of employment within the prison in April last year.
