Police say they tried to pull over a car about 8.30 on Wainui Street - but the driver fled.
Officers quickly abandoned the chase - before the car crashed into a parked vehicle on Middleton Road.
The driver was arrested - and a search continues for a passenger who fled on foot.
A police spokesperson says 29-year-old man has been charged with driving while disqualified, reckless driving, failing to stop, possessing an offensive weapon, possessing meth - and stealing the car.
