Tauranga police say they could've dealt better with a woman who had mental health issues

She was arrested in June 2019 for fighting, then twice tried to commit suicide while locked up.
The Independent Police Conduct Authority says officers treated her with excessive force.
Superintendent Andy McGregor says had police done the necessary checks and assessment, they'd have known the woman's history and put a plan in place to keep her safe.
