Police agree an officer's use of pepper spray on a woman, and using a taser near her, was unjustified

The encounter in the SkyCity carpark followed a car chase through Auckland in September 2017.
Independent Police Conduct Authority chair Judge Colin Doherty says the officer's actions were inappropriate, oppressive and threatening.
His use of a taser was criminally investigated- and ended with the officer being found guilty of presenting a restricted weapon
He was discharged without conviction on an appeal, and is still working for Police on restricted duties as an employment investigation continues.
