WorkSafe say project manager Hayim Nahum engaged Kumar Vasist to install a retaining wall and car deck in early 2018.
Chief inspector Steve Kelly says the excavation work was done too close to the pole which caused it to fall.
While no-one was injured, Worksafe says there was the potential for a member of the public to be crushed or electrocuted.
Nahum was fined Two-thousand-500 dollars and and Vasist five thousand.
Reparation of ten thousand was also ordered.
