Yesterday's downpours have put the city council's wastewater network under intense pressure.
Recordings at Napier Airport last night showed more than 110 millimetres came down in less than 24-hours.
A decision was made to release pressure from the wastewater network, by discharging wastewater into the Purimu stormwater stream, flowing out to sea through the Ahuriri Estuary.
Hawke's Bay Medical Officer of Health Nick Jones says floodwaters could carry bugs, that cause disease from the ground surface, and sewage systems.
