Big changes are needed at Tauranga City Council

A Council Review and Observation team report has suggested a Crown manager is needed.
It listed allegations of score settling, and even threats of violence when members suggested settling differences outside.
Tauranga Mayor Tenby Powell says the councillors aren't functioning.
He says councillors wouldn't be able to do Governance roles he's been in before.
He says they can't take the city forward.
The Council has put off deciding whether to ask for a Crown manager and observer, until Friday.
