A New Zealand Medical Journal study has found DHB's are choosing who qualifies for free or low-cost contraception, based on ethnicity.
The Ministry of Health funding is meant for women at risk of an adverse outcome from an unintended pregnancy.
Women's Health Action's Isis McKay says DHB's shouldn't pick and choose.
She says it creates a stigma by suggesting some groups are being targeted for their own good.
