Those on board got into trouble while trying to cross the bar near the Taieri Mouth yesterday.
One child died and another is in intensive care, but is stable, at Dunedin Hospital.
Police have thanked those who helped rescue people on the boat and provided first aid, including surf lifesavers, off-duty doctors and members of the public.
They say anyone who needs support should call or text 1737.
