New Zealand was hoping to host the Oceania World Cup qualifying series, but MIQ has turned down the application for quarantine spaces.
Covid issues have wreaked havoc with potential schedules, with the tournament now likely to take place over a three week period through January in the Middle East.
Former All Whites great Ivan Vicelich says it's a disappointing scenario, but typical of the times.
Another potential issue for the All Whites will be accessing all their top players, with the tournament falling outside the FIFA international windows.
