Police had been looking for the man and found him at a home in Kumeu, in northwest Auckland.
However, he ran off, then stole a vehicle from a nearby property.
It was monitored by Eagle helicopter through west Auckland, and as it headed towards the central city.
The vehicle stopped on the Khyber Pass offramp, where the offender tried to steal a vehicle from a member of the public.
Police officers arrived and took the man into custody, with the assistance of a second member of the public.
No one was injured in the incident.
The Khyber Pass offramp will remain closed for a while, and motorists are asked go a different way.
