That's according to the director of the Immunisation Advisory Centre Nikki Turner, amidst growing concern about the rates of children being jabbed.
In Counties Manukau, on-time immunisation coverage for Maori eight-month-olds was just 68-percent in May - down from 85-percent a year earlier.
The DHB's now abandoned a one year trial which offered Maori parents nappies and food vouchers to get their children vaccinated.
A report found the program made little difference, and the barrier to immunisation is an inherently racist, failing and culturally incompetent healthy system.
The DHB's ordered a review into childhood immunisation and is taking control of the Outreach Immunisation Services from contracted provider Plunket.
