The Independent Police Conduct Authority says companies towing heavy vehicles off Auckland's motorways weren't following regulations.
It found the group didn't have vehicles with capacity to fulfil the Police contract - and turned to unsafe and non-compliant ones.
Police failed to follow their contracts' conditions to ensure the vehicles were safe.
Deployment and Road Policing Assistant Commissioner Bruce O'Brien says they will launch a national audit of heavy vehicle towing contracts.
O'Brien says they accept it's not good enough and not up to Police's usual high standard of managing contracts.
