A warrant was out for the man's arrest - for assaulting an ex-partner and threatening her with a firearm.
He was also suspected of firing shots at her boyfriend's car.
When Police asked the man to get out of a car, he leaned towards the passenger seat, and officers though he could have been reaching for a firearm.
A dog was used to remove him from the car.
The Independent Police Conduct Authority found the dog was an effective way to minimise the risk to officers.
The man was provided with medical treatment for a minor bite wound to his leg.
