A year ago Waikato were pipped for the title in the dying minutes.
The visitors had a shaky start to the decider - they were down 13-3 at half time.
But two yellow cards to Canterbury lock Lucy Jenkins and number eight Stacey Niao for repeated infringements proved costly for the home side, and Waikato capitalised - scoring two tries.
Canterbury had a chance late to close the gap with a try to skipper Stephanie Te Ohaere-Fox, but it was too late.
Waikato captain Chyna Hohepa told Sky Sport her side had to dig deep.
