MetService is warning waves could reach up to six metres, on Wellington's south coast and in Eastbourne this afternoon and overnight.
Roads have been shut by the weather in Owhiro Bay, Island Bay and at Moa Point.
The road to Eastbourne has reopened.
Local, Kaine Thompson says parts of road were heavily flooded as he travelled through by bus.
He says it looks pretty bad, and not suitable for small cars.
