World Rugby's altered its eligibility laws, which from January will allow international players to transfer once from one union to another following a three-year stand-down.
Former Wallaby Israel Folau - who is of Tongan heritage - reportedly had a meeting with their coach Toutai Kefu recently, where he expressed a desire to join the islanders' fold.
Folau last played a test match in 2018, meaning he could take the field for Tonga as soon as next year, and in time for the 2023 World Cup.
