Kerr scored 554 runs at an average of 61 with the bat and took 16 wickets at an economy rate of 4.98 with the ball across 12 matches.
Young scored two centuries in three ODIs against the Dutch, the only men's matches eligible during the awards period.
Suzie Bates and Eden Carson were honoured for their respective batting and bowling excellence in the women's game.
Devon Conway was awarded the Redpath Cup for first-class batting prowess - Tim Southee took the equivalent Winsor Cup for bowling.
