Health Minister Andrew Little says there's a need for more specialist and acute services - and trained clinical psychologists and psychiatrists.
Little wants talk therapy to become more available to people with moderate depression and anxiety, to stop them developing severe illnesses.
National proposes an alternate plan to bring in a dedicated mental health and suicide prevention minister, to improve planning and accountability.
But the party's mental health spokesperson Matt Doocey agrees early intervention and helping people build resilience, will have long-term benefits.
