The 63-year-old has served 20 years for killing his wife and daughter in their Palmerston North home in 2000.
Corrections staff told the board Lundy is a model prisoner and has committed no misdemeanours while behind bars.
If released - Lundy says he will spend his time making Pohutakawa clocks, join a church and visit his family's graves.
But the parole board rejected the bid - stating considerable concern over the lack of a safety plan.
Lundy - who professes his innocence - claims there's no need for a plan, because he's committed no offence.
