A three-minute police pursuit before a fatal Kaitaia crash has been labelled unjustified

The Independent Police Conduct Authority says Police shouldn't have started pursuing a Mazda in the early hours of October 10 last year.
The fleeing driver crashed into a power pole seconds after Police abandoned the pursuit -- and one person died and three were injured.
The Authority found the immediate risks of pursuing the likely intoxicated driver were greater than allowing them to drive away.
