At least six people have died in the blaze at the Wellington hostel in the early hours of Tuesday morning.
Another 11 remain unaccounted for.
One person is in a stable condition in Hutt Hospital.
Police say the cause is unexplained while Fire and Emergency say it is being treated as suspicious.
Wellington Acting District Commander Inspector Dion Bennett says it'll take time to reconcile who was at the lodge on the night.
He says six staff are working on the reconciliation - and that'll grow as more staff arrive to support the operation.
Corrections has confirmed nine people on a community sentence or order were living at the address - seven have been accounted for.
Wellington City Council says the lodge had a Building Warrant of Fitness issued this March - and no concerns were raised.
