The 57-year-old suspended himself in a harness from the Southern Motorway's East Tamaki overbridge, to raise suicide awareness.
Commuters saw him throwing white objects, and traffic backed up for nearly six-kilometres.
Inspector Danny Meade says many commuters were no doubt affected by the disturbing sight - and it's lucky no one was injured.
The man's being spoken to and charges are being considered.
