    Emergency operations are standing down on the West Coast after flooding and slips since the weekend


    Parts of State Highway 6 were closed - trapping hundreds of tourists in Franz Josef.

    They've now left via Otago.

    A Civil Defence spokesperson says they're now moving into the recovery phase - and there'll be a reduced presence in Franz Josef from supporting agencies.

    They say all power, internet and phone access in the district has been restored.
