    A lockdown's lifted at Hawke's Bay Hospital - with reports of a man seen in handcuffs


    Health NZ says issues kicked off at the Hastings ED about 1.20pm.

    Hawkes Bay Today reports officers have been seen speaking to a handcuffed man at the Department's entrance.

    A staff member says a memo earlier announced the lockdown - warning of a potential gunman, and telling staff to avoid doors and windows, and let nobody exit.
