    They've missed a deadline for proposals on regional infrastructure deals.

    It's part of a plan for local and central Government to partner in tackling big issues.

    Chris Bishop says Wellington's missing an opportunity.

    He says it's reflective of wider problems in the region, with lots of disagreement.
