    A review of the troubled Transmission Gully motorway has found problems stem from the planning stage


    The major highway north of Wellington is due to open in September, 17 months late.

    It's also way over budget, sitting at 1.25 billion dollars, hundreds of millions more than the original estimate.

    A Government-ordered review was launched last year, and interim results released today show the project was flawed from the start.

    Reviewer Steve Richards says several aspects of the Public Private Partnership could have been better managed at the planning stage.

    He says had issues been identified earlier, current problems could have been minimised or even avoided.

    It's recommended changes to the way PPP projects are managed in the future.
