Wayne Brown has laid out a Beehive to-do list in his updated Auckland manifesto - ahead of the Government's budget.
He says laws force the Council to fund certain projects - and make it harder for Chinese people to visit the country.
Brown says he's also unable to reduce road cones - or implement road congestion charges.
He says it would cost the Government nothing to change legislation to help Auckland - and meanwhile the biggest city in the country keeps on being told what to do by leaders in Wellington.
