The Government yesterday announced plans for the storage site, to maintain energy supply in dry years.
Fact-sheets at the announcement outlined a levy will be introduced to cover the infrastructure cost.
Minister Simon Watts was asked this morning whether that's really just a tax -- but says it's neither, as it's a net-benefit to households.
The facility's expected to save households about 50-dollars per year.
