Whetu Te Hiko suffocated Dear with a sweatshirt in July 2006.
He's appeared before the Parole Board for the first time and was declined release.
He says his heart feels rotten and he needs to sit longer with the hurt - to respect the pain he inflicted.
He'll be doing more psychological work over the next two years.
Dear's son - Kevin McNeil - says knowing Te Hiko will be behind bars until at least June 2026, is the best outcome for the family.
