    A dog attack victim says owners of violent dogs need tougher punishments


    Stacey Penn was working at a jeweller when a pitbull leapt from a moving car and ran into the store in Auckland's Pukekohe to attack another dog in the store.

    She tore her rotator cuff as she pulled them apart.

    The dog was required to neutered and muzzled.

    She says the woman had been warned before and should face more consequences.

    Penn says she should have to go through intense training with the dog.
