The 203-kilometre ride featured four climbs totalling 4900 metres of elevation, with rainfall leading to several crashes - Corbin Strong was 133rd.
Isaac del Toro leads the race by 26 seconds from Simon Yates but Richard Carapaz cut into the overall margin across the day - he's now five seconds further adrift.
