    European Union leaders have announced a 183 billion New Zealand dollar loan for Ukraine to help fund its defence against Russia as the war moves into its fourth year


    The loan is a funding plan for Ukraine's economy and military for the next two years.

    The package has been funded from borrowing cash rather than from Russian assets frozen by the EU at the start of the war.

    At the same time Russian President Vladimir Putin has delivered his end of year address claiming the West is "making Russia the enemy."
