It says debt-to-income restrictions introduced last year have been preventing risky lending.
Up a quarter of a bank's lending to owner-occupiers will be able to go to borrowers who put down a deposit of less than 20-percent.
That's up from the current one-fifth.
One-tenth of lending to investors will be able to go to those borrowing with less than 30-percent deposit.
That's up from the current one-20th.
