That's according to an Independent Police Conduct Authority report which looked into Police arresting a number of people in central Hamilton on July 9, due to a disturbance at a property.
While arresting a woman, an officer changed his grip while restraining her, resulting in her arm being broken.
The Authority has found it wasn't caused by excessive force, but by a poor restraint technique.
Hamilton Police have reviewed its practice in relation to the use of restraint holds.
