    The Government's unsure if foreshore and seabed changes will spark major backlash


    It's going ahead with plans to make it more difficult for iwi to get customary marine titles, giving them rights over certain coastline activity.

    Treaty Negotiations Minister Paul Goldsmith says groups with a clear case, will be able to get title.

    He says they are trying to achieve a balance, as everyone has an interest on what goes on around the coastline.

    Changes are expected to pass by the end of October.
