The Ministry of Health's first monitoring report finds locally-acquired annual diagnoses dropped from 85 in 2010 - to 60 last year.
It's reduced most in European gay and bisexual men - and not for Maori.
Auckland University population health professor Peter Saxton says we have all the tools to end HIV transmission and AIDS here.
He says we have to do better for takatapui - which could mean providing more rural prevention services or home-based testing.
