    A property expert believes it's a good time to hold on to a property, as Wellington heads into local body elections later this year


    The latest Real Estate Institute House Price Index shows median prices in the capital are 25.6 percent below four years ago, and steadily falling.

    Tommy's Real Estate Agent Billy Bell says a local election and projected rates increases could test the capital's property market.

    He says the property market will come right - and when it does, it will be worth having a property.
